Under the employment arrangement for non-local graduates to stay/return to Hong Kong, non-local graduates refer to non-local students who have studied full-time locally accredited courses in the Hong Kong SAR and obtained a bachelor's degree or higher qualifications Note.

Non-local graduates who submit an application for employment in Hong Kong to the Immigration Department within six months from the date of graduation (i.e. the date stated on the graduation certificate) fall into the category of non-local fresh graduates. Non-local fresh graduates who wish to apply to work in Hong Kong do not need to have a job when they apply.

If a non-local graduate submits an application to return to Hong Kong for employment six months after graduation, he or she will fall into the category of non-local non-fresh graduates. Non-local non-fresh graduates who wish to return to Hong Kong to work must first obtain job offer when applying. Applications will be considered as long as they are employed in jobs normally occupied by degree holders and the remuneration and benefits are at market level.

"Bachelor's degree or higher qualification" includes postgraduate non-degree qualifications such as PCLL, Graduate Diploma in Education, etc.

All dependents do not need to obtain prior approval from the Director of Immigration to study in Hong Kong.

Dependents of the following persons can work in Hong Kong without restrictions: Hong Kong permanent residents;

Hong Kong residents who are not subject to a limit of stay (i.e. persons who enjoy the right of entry or can stay unconditionally);

Persons who are permitted to work in Hong Kong (as professionals, entrepreneurs investing in Hong Kong or as trainees); and

People who come to Hong Kong under the Capital Investment Entrant Scheme, the Quality Migrant Admission Scheme, the Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents or the Top Talent Pass Scheme.

However, the dependents of persons coming to Hong Kong as students are not allowed to engage in employment in Hong Kong without prior permission from the Director of Immigration.

Applications for extending the period of stay to reside in Hong Kong as dependents will only be made if the applicant still meets the application qualifications to reside in Hong Kong as dependents (including there has been no change in the circumstances that would cause the applicant to lose the guarantee, such as a dependent spouse and The guarantor's marital relationship changes or the guarantor dies) and the guarantor is still a Hong Kong resident who truly resides in Hong Kong.
